Enable DynamoBD On-Demand feature

Background

AWS announced DynamoDB On-Demand feature at Nov 28th, 2018 right after Re:Invent. This feature will really easy out our pain to scale DynamoDB tables even have autoscaling policy applied.

Desired Change

Support DynamoDB On-Demand in terraform module as an optional setting.
