Updates the requirements on cffi to permit the latest version.

Yep I had to create a patch since I'm desperately trying to pass the C-API Capsule I even put it as my top priority on my new agenda list in my main repo Vizonex's-Libraries.

@bdraco I haven't figure out how to silence 3.13t from being tested or skip installing pytest-codspeed yet or skipping pytest-codspeed if 3.13 free-threading is used but that is where the problem originates from if you were curious.
