Make sure we have proper cluster layout after bootstrap

Right now bootstrap will not force wait for broker's list to contain at least 1 entree. This was made to solve issues with pre 0.9 brokers, where that scenario was possible and we actually needed to continue for metadata to be resolved. I think we can change that behaviour and retry bootstrap until we have a full list of brokers in the cluster.
