Make Existing Note Folder Note by Creating New Folder not working

There is no command for making an existing note into a folder note in the command palette, right clicking on a note or in the more options of a note. I am using Obsidian v1.1.16 and have turned all other plugins and css off.

I have the same problem. The function can be achieved by the obsidian-commander plugin.
