scale to 1d track by right click

right click on 1d annotation track and an option should appear to scale to it. including for bed files (i.e. 0 no signal, 1 where bed file has signal; bedgraph/wig should use the raw values and scale to it) code already exists to scale to a 1d track from a local file, so this should be linked to.
