Install instructions?

Sorry I have no idea how to use github. How do you install this on windows?

You just run the exe, there is no installation.

Think it must be something wrong with my computer. When I try to run the exe it just opens an image of the tutorial

I mean that is what is supposed to happen. Using the keybindings or mouse wheel doesn't change anything?
