I get this error when i try to install this package " Install for create-guten-block@latest failed with code 7"

HI . I am trying to install this package using this command npx create-guten-block my-block as stated in documentation. But i get error when i type this command on windows 10

node version : 10.15.1 npm version: 6.4.1 npx version: 6.4.1

directory in which i am trying to install this plugin C:\xampp\htdocs\wordpress\wp-content\plugins

this is the error i get .
