If this is bothering you, you can hold down on the notification to bring up your system notification settings. Disable notifications for the "VPN Status" category.

What version are you running? I can swipe it away just fine on 1.67.13. Just saw 1.65.95 in your post, that's quite outdated at this point.

Have you tried to reproduce on 1.66 (the current beta version on Play Store)?

Can you please attach a bug report identifier? What is your phone model, and are you running a custom Android version? The app follows the system-wide dark mode setting.
