@fehrin I've updated the post and added Python 3.9 and Python 3.10 builds.

2.10.0 cuBLAS error

It seems that https://github.com/tensorflow/tensorflow/pull/56691 fixes the `Unable to register cuBLAS factory` error. I was able to successfully build TensorFlow using that patch.
