more deferral options

Hi,

Plugins often need slow, dynamic commands to run to finish configuration. We need a way to lazy load post-load commands.

As well, there may not be a particular command name to trigger lazy loading. Timed options, such as a delay of 1 second, would also be helpful.

Both of these needs impact how prompt plugins tend to bog down interactive shell launch times.
