Load new game Walk into almost any of the early NPC buildings Bottom of screen shows purple line

Expected Behavior

No response

Actual Behavior

Loaded Neutopia on the most recent version of the core. Particularly when entering certain buildings a purple line appears on the bottom of the screen, maybe an overscan issue?

Looks like it's scaler garbage leaking through. This is a difficulty with this core, given how the Pocket sets display resolutions, and how the PC Engine (and it's games) can use basically whatever res they want.
