Corrected the solutions of chapter 7 exercises 6 and 7

The solutions of chapter 7 exercises 6 and 7 state that the learning rate of underfitting/overfitting boosting ensembles should be decreased and increased, respectively. I believe this is wrong and should be the other way around.
