Add local .agents.md

Fixes #72 Adds .agents.md files for defining local instructions. These sit beside AGENTS.md files and are intended to not be git-tracked.

A member of the Team first needs to authorize it.

This seems useful, but maybe rename to .agents.md so syntax highlighting works without effort.

No. This repo contains the webpage for the agents.md standard, which this PR aims to update.

Coding agents that support this standard will have to implement it for themselves.
