Need labelling / sorting of issues

Wow, this repo is growing already, with a whole bunch of issues raised already. It's a bit hard to sort through them, so I suggest using labels to classify (or let people select the type when they submit).

Specific to this repo, I see at least the following special categories:

• Improvement Proposals : adding new features / extensions to the standard. Probably require a lot of discussion and agreement.
• New Tool: For when peeps are posting "tool X" supports it as well, i.e. need name, link, logo (in SVG), etc

The other two main types would be either:

• Bugs (existing label), i.e. someone sees something wrong
• Site Updates: Micro site related changes, e.g. splitting out configuration into a separate page, randomising the order of tools, and other changes to the micro site (but not rules of the standard).
