[cli] Add watch mode

A watch mode should have a minimalist recurring job that checks for updates at set intervals on the notion server. This is useful for server functionality like a basic webhook implementation (which Notion doesn't provide yet). This could also be useful when using ncms dev server so that updates from Notion automatically regenerate (incrementally?) the site.
