List of keyboard layouts to chose from is different than system

RightKeyboard is giving me a different list of keyboards than what I have chosen within "Text Services and Input Languages" (Win 7 32-bit): rightkeyboard off It is off with the the target keyboards listed as well as the number of options. Would love to get this nifty little tool working!

HKCU/Keyboard Layout/Preload 1: 00000409 2: d0010409

Ext. keyboard: config.txt then had "\?\HID#VID...05dd}=0407" - manually change to 409 and then I'm good. Laptop keyboard: \?\ACPI#PN...=0409 - even though I selected the first "English (United States)"

Searched registry but couldn't find the source for picking up 407.
