Missing tooltip features

Tooltips are missing the following things:

  • [ ] No support for persistent tooltips.
  • [ ] Tooltip should be repositioned on anchor move.
  • [ ] Support for tooltips on unbounded elements.
  • [ ] Logic to position the caret relative to the tooltip (introduced in v11.
  • [ ] Might not work on mobile devices (some touch support events were added in v11, which have not been ported).
  • [ ] Not persistent tooltip should hide on scroll.
