So I am trying to install this theme and the URL for the theme.js does not exist which then throws errors in Chrome. is there a new URL for the theme.js file?

master.source.test.do??? I have no idea what you are trying to do. The correct url is http://afonsof.com/jenkins-material-theme/dist/material-teal.css. You can also replace teal by a color of your choice. Take a look at http://afonsof.com/jenkins-material-theme/

Install the plugin. Go to settings page and there are two URLS one for the CSS as you point out and one for the theme.js file. By default they both point to a weird URL as what I reported. When inspecting a page load there are numerous references to said js file that fail... well because it doesn't exist.
