Make all organizers of a subgroup an owners of a newly created Google Group

In the current default case, a person is creating a subgroup via a public form, and that person becomes the only Organizer of the Subgroup (at that moment.) In future it may be true that there are other Organizers for a subgroup at the point that a Google Group is created. Therefore we should check for all Organizers of the group, and make all of them Owners of the Google Group.

i vote we de-prioritize this as it is not necessary to ship the feature, is anticipating something "in the future," and the desired functionality can be achieved by using the google groups API , provided at least one organizer is an owner (which they are, by definition).

at such point as some organizers tell us they'd like this to happen, we can reprioritize it.
