Create All Tasks Screen for National Organizers

As a national organizer I want to manage tasks for myself and my orgs groups so I can make sure events happen in an organized fashion.

Acceptance Criteria:

1. A natl organizer can create tasks for themselves.
2. A natl organizer can manage their own tasks.
3. Tasks can have 3 states: In Progress, Complete, Needs Response - a natl organizer can toggle their tasks to change the state. 3b. When a natl' organizer completes one of their own tasks, TBD.
4. When a new task is assigned - the Assigned By field is always populated by the natl organizer that is logged in. In the screenshot example it's Test Organizer
5. Each task for Groups needs to be assigned to a group, a person in that group and named before it can be saved - i.e. all fields are required.
6. When a new task is added it automatically defaults to to Needs Response.
7. Groups, Tasks, Assigned to and Assigned by, are sortable.
