Acknowledge review requests at PR creation as peer reviewers

If a PR is opened and it has any requested reviews on it, those requested reviews should be turned into peer review requests.

This should happen immediately before any review rules are applied. This would match the existing behavior where peer reviewers are created first and then review rules are applied, so that the review rules choose people other than the ones assigned as peer reviewers.
