[ENH] Experimental: TDE using SFA_FAST

This is PR refactors TDE to use SFA_FAST.

  • Added a new class _tde_fast.py with FastTemporalDictionaryEnsemble
  • Removed Multivariate support for now
  • Runtime still not optimal
