[Epic] Resource limits/quotas per tenant

As a cozystack admin, I would like to limit resources such as CPU, RAM, disk space, and IPs per customer/tenant.

this was implemented already in https://github.com/cozystack/cozystack/pull/644/files#diff-91d2731502c6ea3a9f63d55b672cdb6aff8aa99a65b8394aa5b7c6c27bf7231b

we probably need to add more documentation on this
