I've heard that the docs are generated by third-party volunteer machines. You should be able to click a button to let your machine temporarily volunteer to build the docs for the package whose docs you're trying to access. There might be security issues here, but you can simply warn other people who're going to read docs made by inofficials that this happened, or could there be some easy method of verifying that docs were built correctly? Hmm.
