Customizable theme accent color

I like the themes offered, but sometimes I want an accent colour over my pure black settings that is not in one of the predefined themes.

I know that it may be a security issue to allow users to input a hex code (due to having to sanitise input), but a way around this may be an interface similar to that in home screen customisation -- sampler/RGB/swatches.

There is an html color picker. I have never used it so i'm not sure if it outputs a hex value. Should be safe however.
