Adds a new section in the inbox to approve and deny registration applications

Thanks for this PR by the way :) Adding admin and mod tools is something we definitely should do.

Resolving the conflicts would be a good place to start and then I'll try to review. My current roadblock is I need to set up a local lemmy instance to test administration features. Which I need to do anyway :)
