Remove BaseFilesystemAdapterTestCase

Description

The BaseFilesystemAdapterTestCase (abstract class) was introduced to provide compatibility for PHPUnit v12.x, until such a time that League's own FilesystemAdapterTestCase becomes compatible. When this happens, then there is no longer a need to keep this abstraction.
