Add `tags` property to Jira block

Is your feature request related to a problem? Please describe. I manually add a tags property to allow me to then query Jira blocks created using this plugin on my project pages.

Describe the solution you'd like It would aid me if the plugin could add the tags property when creating a new block for jira issues. When updating a jira issue block the plugin would ignore this property.

Describe alternatives you've considered I continue to add a tags property manually.

Additional context This known property would aid in queries enabling workflows.
