pad_img_to_modulo issue

Hi, @windj007. I'm getting this error for small images, which of size around 40 * 40.

RuntimeError: Padding size should be less than the corresponding input dimension, but got: padding (1, 1) at dimension 2 of input [1, 128, 1, 12]
