UPDATE ESLINT plugin

We are using

"eslint": "^7.32.0" - in packege.json

After update this library to 8.0.0 version we have this issue - https://github.com/eslint/eslint/issues/15149

Of course we can use some beta or RC version this library

• https://github.com/typescript-eslint/typescript-eslint/issues/3738, but I propose to see latest version may be 9.0.0 and will update this library or update ESLINT config.
