Add requirements for a library to be added

Currently, there is nothing on this repo or the website that talks about the requirements for a new library to be added. Does it have to be old? Does it have to support a certain Discord API version? Does it have to be mostly complete?

If you do add this feature request, may I suggest putting it in a CONTRIBUTING file?

Not a fan of this idea as it might take a similar result to people treating it like a mini-Community Resources. Policing how people want their library to be recognized feels silly. I like that there are no requirements on this so far because it allows people to basically share to the world what they're working on as well.

Honestly, I think of this project more of an unofficial Community Resources. But I don't think all libraries should be added on this project. Maybe because it's not that popular or it's incomplete or something like that. You could think of this like a guide on if you think you should add your library or not.
