Move from AppVeyor to GitHub Actions

AppVeyor is not keeping up with the .NET releases.

The goal of the pipeline is to build, test and publish FluentAssertions.Web to Nuget

What we need:

  • a way to version the NuGet releases; to be correlated with git tags
  • Sonar integration
  • GitHub releases integration

As we change the secret management, new secrets will be created (Nuget, Sonar)
