I'm not 100% sure exactly, but I think openai charges like 0.02 cents per generation or something along those lines. I just know adding a payment option fixed that issue for me.

I have not implement this because it will charge. after genrate the image.

The API you are using must be 'Paid ' now, try to add payment methods and then try. It will work.
you can create a new account with new email id and number , this way you will get $5 credit for free for few months , use API of that new account until it is expired, repeat the process.
