Update dependencies

I think this project needs a relatively urgent update of dependencies and actions. At least pyo3 needs to be updated to get rid of the linting errors. Unfortunately, pyo3 updates do not seem to be completely straightforward.

Also, CI should be updated to use newer actions and runners (especially macOS which switched to latest=arm). Part of it isdone in #42 Python versions should be updated, too. Not sure if it makes sense to support 3.7 still.
