Omissions from Operator Precedence

In the user guide for Version 6.10, two operators, .. and when, are omitted from the table of operator precedence in Section 2.4. As far as I can tell, .. has greater precedence than anything but parentheses, and when has the same preference as the general action and priority operators, such as >.
