Enable github bot to close stale issue

We have open issues way back to 2017. Due to the changes we have made in these years, some are valid, some have been implemented/fixed already, some are still needed. To enable github bot (similar to https://github.com/adoptium/adoptium-support/pull/493) can help us to close and keep ones we should pay more attention.

Suggestion is to make 90 days as graceful period. after that 30 days to auto close issue.

I'm personally against this and would prefer manual review of the older issues in this repository. Support is a little different as those issues are mostly dependent on whether the original poster responds.

(Ideally they'd be manually closed with an explanation of what happened in the meantime to resolve the problem if that's what's appropriate)
