Enhancement: Increase Installer Repository Github Actions Coverage

The current GitHub actions, perform Linux package builds whenever something is changed within the "linux" subfolder within the GitHub repository. Ideally this check should in addition to the package build process found within each distributions sub folder e.g (main/packaging) run the packaging tests found within the packageTest/java/packaging directory.
