Proposal: Remove `rust` from Windows playbooks (ITW build prereq)

The rust role on Windows was added in support of the IcedTea-WEB build process in https://github.com/adoptium/infrastructure/pull/717

Since we:

• no longer build IcedTea-WEB
• Have removed the UNIX ITW playbooks under https://github.com/adoptium/infrastructure/pull/3664

I propose we remove the rust role from the Windows playbooks.

FYI @gdams @charliegracie @karianna Also @AdamBrousseau - I doubt you use this but would be good to confirm
