refactor_openjdk_release_tool does not run correctly on non-controller node

What are you trying to do? Get refactor_openjdk_release_tool to run

Expected behaviour: Publish nightly builds to github

Observed behaviour: Falls over with a failure to locate a suitable java when run on the new C3jenkins node:

ERROR: JAVA_HOME is set to an invalid directory: /usr/lib/jvm/java-8-openjdk-amd64

Please set the JAVA_HOME variable in your environment to match the
location of your Java installation.
