build-pipeline-generator does not run correctly on non-controller node

What are you trying to do? Get build-pipeline-generator to run

Expected behaviour: Generates build jobs

Observed behaviour: Faills over with a failure to extract message when run on the C3jenkins "alternate master" node.

Any other comments: I have run the job manually after disabling C3jenkins to refresh it since it hasn't worked in the last few attempts
