Verify target release jdk version

For the release it will be nice to verify the target jdk with the information of testenv.properties to make sure the test target jdk is the correct one. It will be helpful if the TEST_JDK_HOME is setting by accidents | mistakenly to same major version jdk, which only verifies the jdk major version may not be enough.
