Enhance "Create new issue" functionality to include more info

Ideally, some additional information gets automatically populated into the "Create new issue" functionality, including:

  • java -version info
  • date / SHA when issue first seen
  • guess at intermittency / or if only ever seen on a single machine or certain set of machines

And possibly include the artifacts link if there is an artifactory server and they are being pushed somewhere with a longer storage than the 5 days of a Jenkins jobs lifespan.
