Support user configurable Repos for possible issues

We should enhance https://github.com/adoptium/aqa-test-tools/pull/1109 to support user-configurable Repos for possible issues. Create a config file for a list of repo urls and repos. Loop through them to return possible issues. trssConf.json can. be used for storing tokens if needed.
