buildPlatformMap.properties is not suitable for hotspot impl

A couple of side-effects of passing in that properties file to hotspot impl are mentioned in:

• https://github.com/adoptium/aqa-tests/issues/2529#issuecomment-823569750 and
• https://github.com/adoptium/aqa-tests/issues/2566#issuecomment-844221324

We need a different approach for hotspot (either a different map, or no map depending on what is best approach to fix)
