MWPW-184103 Catalog card dropdown menu was hidden on desktop web
- On desktop, the menu should be showed only when hovering on the card
- On mobile and tablet, it should be showed always
- User should be able to open and close the dropdown menu

- Once the pop up appers On hover over, hovering away from the elippses icon should hide the popup, in this case it's not.
- User should be able use Escape key to hide/close the popup
- User should be able to use tab key to navigate to the elipses icon and use Space/Enter key to open/close the popup
