Add Offer ScopeId & ActivityId in Tracker click event for the Ranking Service to Consume

The Ranking service needs to identify each proposed offer by its scopeID in a proposition. AJO tracking event is not populating scopeID and activityID since there was no requirement for that from reporting. AJO tracking event needs to contain scopeID and activityID for the click tracking events for the Ranking service.

No impact on the existing products. This will help the Ranking Service to optimize the propositions based on Offer Decision scopes.
