Successfully updated the Meter . progress-bar and progress-circle component. Progress =>Value as per mentioned bug. Please review changes , thanks!

The branch here is out of date, leading to some code reversions being included in this PR.

As for the change from progress to value, we will need to support a transition period as per the note in https://github.com/adobe/spectrum-web-components/issues/4222#issuecomment-2023180198
