Have web actions display in the developer console

Requested Behaviour

Actions with "web" set to "yes" show in the developer console.

Actual Behaviour

Actions with "web" set to "yes" do not show in the developer console.

Reproduce Scenario (including but not limited to)

Deploy an action to a workspace with its "web" flag set to "yes". Observe that it does not show in the developer console.
