use new codecov uploader, bash script deprecated

What we are using: https://docs.codecov.com/docs/about-the-codecov-bash-uploader

The new uploader: https://docs.codecov.com/docs/codecov-uploader (has a Github Action)

We will have to update all our Github Action node scripts for all our repos.
