use `dependabot` version updates, and remove Snyk

Security and version updates can be handled by Dependabot, which is built in to Github. See https://github.blog/2020-06-01-keep-all-your-packages-up-to-date-with-dependabot/

We need to add a yaml file to each repo we maintain, and log into Snyk and remove our repos from it.
